The meeting of the Lincoln Township Planning Commission was called to order by Chairperson Susan Ensign at 6:30 pm.

 

Roll call was taken:  Susan Ensign, Sheila Mesler, Reid Duford, and Denise Schneider were all present.

 

A motion was made by Reid Duford to approve the agenda as presented and was supported by Denise Schneider.  Motion approved 4-0.

 

Motion by Reid Duford and supported by Denise Schneider to approve the minutes of the December 15, 2009 meeting.  Motion approved 4-0.

 

A public hearing was held upon a request from AirCell, LLC for Special Use Permit and Site Plan Review. The petitioner�s agent, Robert Wheaton of SureSite Consulting group explained in detail AirCell�s proposal to construct, operate, and maintain a wireless broadband facility located at 1405 E Wackerly Rd. The facility is to be constructed at the very east end of the parcel. The project consists of a 195 foot monopole with wireless telecommunication antennas and supporting equipment shelter that will be enclosed within a fenced compound.

 

Public Comments - 3 citizens were in attendances for the public hearing (including petitioner):

  • Kathleen Kemp of 1800 N Stark Rd asked if the wireless signals would cause interference with cable television or satellite dish signals.

 

Petitioner response: Mr. Wheaton said this is a unique signal that is directed upwards into the sky and works above 10,000 feet for aircraft wireless and broadband use. The signal is governed by the FCC and will not cause interference for other communication or data signals.

 

Commission Comments: The commission said they had no issues with the plan or the proposed use of this wireless facility.

 

A motion to accept petitioner�s request, provided the petitioner can demonstrate to the Zoning Administrator that the facility meets requirements set by the FAA, State, and Local governments (e.g. Jack Barstow Airport, City of Midland) for height, right of way encroachments, safety, etc., was made by Reid Duford and supported by Sheila Mesler. Motion Approved 4-0.
