The meeting of the Lincoln Township Planning Commission was called to order by Chairperson Susan Ensign at 6:30 pm.

 

Roll call was taken:  Susan Ensign, Reid Duford, Roger Crockett, Denise Schneider, and Sheila Mesler were all present.

 

A Motion was made by Susan Ensign to amend the agenda as presented to include a site plan review for Mr. Michael Rudy under new business. The motion was supported by Reid Duford to accept the agenda as amended.  Motion approved 5-0.

 

Motion by Sheila Mesler with support by Roger Crocket to approve the minutes of the January 8, 2008 meeting.  Motion approved 5-0.

 

Under Commission Comments, Susan Ensign-Chairperson commented on the difference between a Parks Commission vs. a Parks Board.

Susan Ensign submitted and discussed correspondence received from Rowe Incorporated that included an opinion regarding industrial use within an M-1 District along Stark Road and Virginia Drive.

 

Under Public Comments, Lincoln Township resident, Kathleen Kemp, commented about her personal health concerns with respect to potential industrial activity on neighboring properties along Virginia Drive.  Ms. Kemp also provided correspondence along with a �Petition to Oppose� potential sandblasting and painting activities at 1616 Virginia Drive.

 

New Business: Site Plan Review for Mr. Michael Rudy on parcel 110-033-100-420-00 located on E Saginaw Road between 266 and 292 E Saginaw Road.

A motion was made by Sheila Mesler to approve the site plan as submitted provided the following conditions are met:

The plan shall meet all parking lot requirements as stated in the Lincoln Township Zoning Ordinance to include but not limited to a crushed stone base with asphalt topcoat, striped and marked to meet a minimum of one handicapped accessible space and five other spaces.  Site lighting shall also follow the requirements as set forth in the Lincoln Township Zoning Ordinance. The motion was seconded by Denise Schneider.  Motion approved 5-0.

 

Old Business was discussion on the review of the Master Plan before the Commission meets with Rowe Inc.  The Planning Commission discussed concerns about the growth along major corridors throughout Lincoln Township with respect to increased traffic volumes.  Additional items and materials were discussed as follows:

 

        M-30 Corridor Agreement

        MUGA information and any agreements between the City of Midland and Lincoln Township that may affect future land use

        Assessor Maps of the Township�s perimeter and its neighboring townships and municipalities, as well as its commercial and industrial developed areas.

        Any studies or information about the possible affects to properties that will front the new M-30 road connection and bridge

 

A motion was made by Sheila Mesler to request that the Township Board request an inquiry of the status of the M-30 Corridor Study and committee meetings. The motion was seconded by Reid Duford.  Motion approved 5-0.
