The meeting of the Lincoln Township Planning Commission was called to order by Joseph Leigeb, chairperson at 6:30 p.m.

 

Roll call was taken: Joseph Leigeb, Denise Schneider, Sheila Mesler, Susan Ensign and Gary Elza were present.

 

Sheila Mesler made a motion to accept the agenda with one addition noted as 1a. Roll Call, support by Gary Elza.  Motion approved.

 

Motion by Gary Elza with support by Denise Schneider to accept the January 3, 2006 minutes as submitted. Motion approved.

 

Joseph Leigeb opened the meeting up for public comment, there were none presented at this time.

 

Joseph Leigeb requested any comments from the commission members present, there were none presented at this time.

 

The next item on the agenda was the site plan review for Old Oak Trails Estates as presented by Bartow & King Engineers, Inc.

Matthew Diffin from Bartow & King was present along with the owner of the property (name is not available as he did not sign in on the attendance sheet).

 

It was presented what they are planning on doing with the existing property as per drawings that had been submitted. They are in the process of redrawing the lay out of the lots; streets are primarily where they will be in the next drawing.

 

They have received preliminary approval from the Drain Commissioner and the Health Department. The Midland County Road Commission is holding off till after the Township Planning Commission meeting tonight. They have not presented the site plan to Water District #1 yet but they will if that needs to be done, it was requested they complete that before the next meeting.

 

It was noted that the property does fall under the state guide lines for manufactured housing as noted here.

One concern the commission had is there is only one entrance and exit for the entire complex. After open discussion it was agreed there would be an emergency entrance from Sanford Road installed with either a chain or some type of closure that could be easily accessed in the case of an emergency to get into or out of the complex.

 

There was discussion by the township Fire Department Chief regarding fire hydrant layout and maintenance along with landscape plantings not obscure or hide the hydrants. This was agreed to be looked at and a plan worked out with the Water District #1 or some other qualified entity to maintain the hydrant system.

 

It was presented that this is a 5 to 10 year plan; they will be proceeding in sections to complete the complex.

 

Bartow & King Engineers will be bringing a new site plan with the revised lot and road lay out to next months meeting to continue the site plan review.

 

Chairperson Leigeb at this time agreed to table the site plan review till the revisions are presented by Bartow & King Engineers.

 

The Planning Commission agreed to schedule a meeting for April 4, 2006 at 6:30 p.m. to be held in the Lincoln Township Hall. Bartow & King Engineers agreed they could have the new documents to the Planning Commission before that to prepare for the meeting.

 

The next meeting for the Lincoln Township Planning Commission is April 4, 2006 at 6:30 p.m. in the Lincoln Township Hall on Hope Rd.

 

Chairperson Leigeb adjourned the meeting at 7:12 p.m.
