The meeting of the Lincoln Township Planning Commission was called to order by Joseph Leigeb, chairperson at 6:30 p.m.

 

Roll call was taken: Joseph Leigeb, Sheila Mesler, Denise Schneider, Susan Ensign and Gary Elza were present.

 

Joseph Leigeb opened the meeting up with election of officers for the 2006 year.

 

Nomination by Sheila Mesler with support by Denise Schneider for Joe Leigeb to be Chairperson. Nominations closed. Roll call vote, 5 yes 0 no.

 

Nomination by Joe Leigeb with support by Susan Ensign for Denise Schneider to be Vice-chairperson. Nominations closed. Roll call vote, 5 yes 0 no.

 

Nomination by Sheila Mesler with support by Denise Schneider for Gary Elza to be Secretary. Nominations closed. Roll call vote, 5 yes 0 no.

 

Motion by Gary Elza with support by Susan Ensign to accept the agenda as submitted. Motion approved.

 

The 2006 meeting schedule was reviewed and accepted as submitted by Chairperson Leigeb.

 

Motion by Joseph Leigeb with support by Gary Elza to accept the October 4, 2005 and November 1, 2005 minutes as submitted. Motion approved.

 

Joseph Leigeb requested any old business. The only item brought up was for the commission to take some time at future meetings to review sections of the new Zoning Ordinance book that was approved last year so the commission gets a good understanding of all the changes and or any areas any member might have questions on.

 

Joseph Leigeb requested any new business. Joe read an email form Gary Elza requesting that information regarding site plan reviews, zoning change requests or any items that require investigation be transmitted to the commission members before the meeting date. It is difficult to get a good understanding of what is being requested and its ramifications when you get to the meeting and need to look up zoning or other requirements. It was discussed that Chairperson Leigeb when he receives a request would make copies and mail out to the commission members for review before the meetings scheduled date. This will be evaluated after it is tried for a while.

 

Chairperson Leigeb recessed the meeting at 7:00 p.m. and opened the Public Hearing.

 

The request from Mandy Pecher to rezone property owned by her and her husband as per the attached letter was discussed. It was determined that the property they own which is approximately 150� X 400� deep is already zoned commercial. They also were requesting that the property to the east of their property be rezoned to B-2; it is currently zoned as R-2.

 

Motion by Sheila Mesler with support by Susan Ensign to accept the zoning change request as submitted.  Roll call vote. 0 � Yes 5 � no. Motion was not approved.

 

Chairperson Leigeb ended the Public Hearing at 7:15 p.m.

 

Chairperson Leigeb reconvened the planning commission meeting and requested any comments form the planning commission members or the public. It was discussed that the zoning change request was turned down as property cannot be rezoned when the requesting party does not own the property in question.

 

The next scheduled meeting for the Lincoln Township Planning Commission is March 7, 2006 at 6:30 p.m. in the Lincoln Township hall on Hope Rd.

 

Chairperson Leigeb adjourned the meeting at 7:20 p.m.
