LINCOLN TOWNSHIP PLANNING COMMISSION MEETING MINUTES

November 18, 2003

The meeting of the Lincoln Township Planning Commission was called to order by Joseph Leigeb, chairperson at 7:00 p.m.

Roll call was taken: Joseph Leigeb, Denise Schneider, Kevin Wray and Gary Elza were present. Sheila Mesler was absent.

There were no minutes of the September 16th Planning Commission meeting as Sheila Mesler had taken the minutes and was not present at this meeting to present them. They will be presented at the next meeting for approval.

The agenda was presented and approved.

A proposal from the Spicer Group was reviewed as the � ZONING TEXT UP-DATE AGREEMENT. A copy of Lincoln Township zoning has been give to Cindy Winland whom is on the Midland County Planning Commission and works with the Spicer Group for review. She will be meeting with the Planning Commission to present at a future meeting.

The site plan presented by FMHC Corp. was reviewed; requesting to add a self contained power generator to its cell tower as per the documents presented. Motion by Gary Elza, support by Denise Schneider to accept as presented. Motion approved by 4-0.

Chairperson Leigeb moved to the Open Discussion portion of the meeting, there were no requests form the commission members or the public on anything at this time.

Old business was presented, Kevin Wray asked if the asphalt plant on Stark road had been shut down for more than 365 days, the answer was yes it had. If the plant were to start up again they would have to request a new special use permit form the Planning Commission before that could happen. This was an informational discussion only.

Kevin Wray brought to the Planning Commission attention that property at the corner of Stark Road and Sanford Road is being discussed as a potential site for the new County Jail if the Homer Township site does not go through. This again was an informational discussion only.

New business was presented, Chairperson Leigeb said he has had calls regarding an indoor shooting range being planned for the old Case Systems building on Stark Road. If this does go forward they would have to come to the Planning Commission for a special use permit. No other discussion was presented on this.

The next meeting of the Lincoln Township Planning Commission is scheduled for December 2, 2003 at 7:00 p.m. in the township hall.

Chairperson Leigeb adjourned no other business being presented the meeting at 7:15 p.m.
