LINCOLN TOWNSHIP PLANNING COMMISSION MEETING MINUTES

APRIL 1, 2003

The meeting of the Lincoln Township Planning commission was called to order by Joseph Leigeb, chairperson at 7:00 p.m.

Roll call was taken: Joseph Leigeb, Sheila Mesler, Denise Schneider, Kevin Wray and Gary Elza were present.

Minutes of the March 13, 2003 meeting were read. Note in the 8th paragraph down the word INDUSTRIAL is spelled incorrectly in two places. Motion by Sheila Mesler, support by Denise Schneider to approve the minutes with corrections as noted. Motion carried.

Motion by Kevin Wray, support by Sheila Mesler to accept the agenda as presented. Motion carried.

Chairperson Joseph Leigeb recessed the Planning Commission meeting and opened the Public Hearing.

There was a short review of the Future Land Use Map and the existing zoning map with questions answered.

The draft wording of M-1 Light Industrial and M-2 Heavy Industrial were presented. Motion by Sheila Mesler, support by Denise Schneider to accept the M-1 and M-2 Industrial as written with correction of the spelling of harmful and devices. Questions were taken and discussed from all present. Roll call vote was taken and motion passed 5 yea to 0 nay votes. The form � PROPOSED ZONING AMENDMENT � was submitted to be added to the minutes for the record.

Chairperson Joseph Leigeb presented the request by John McPeak to rezone two parcels of property as per the attached description on the notice for the public hearing. Chairperson Leigeb made a request for questions from all present, discussion followed on questions presented. Motion by Gary Elza, support by Denise Schneider to accept the request to rezone the two parcels of property to Heavy Industrial. Roll call vote was taken and motion passed 5 yea to 0 nay votes.

With no further business the Public Hearing was ended and the Planning Commission meeting was reconvened.

Chairperson Leigeb went to open discussion and asked for any questions from commission members and or public input.

Sheila Mesler presented that she has talked with some of the surrounding townships regarding the Open Space acts 177 & 178 and they have not put anything in writing yet either. Sheila will be bringing a possible draft to the May meeting for discussion.

Sheila also brought up Section 308 � Animal and Fowl Other than Household Pets for discussion that she has been working on. Presented some possible criteria to be put into the wording, Sheila will forward this information to all commission members to review before the May 6th meeting. The commission will review at that meeting for possible changes.

No further questions were presented, Chairperson Leigeb adjourned the meeting at 7:43 p.m.

The next scheduled Planning Commission meeting is May 6, 2003, 7:00 p.m. at the Lincoln Township Hall.
